The Ministry of Security and Justice is owner of the C2000-sytem. The ministry delegates much of the work to the VtsPN/UMS. VtsPN is an official Police Organisation. VtsPN is responsible for the IT management of the Dutch police. A special Unit is responsible for all the mobile communication and control room applications. This includes a nationwide radio communication system for all the public safety services in the Netherlands. The system is in use since 2004 and has app. 75000 users. The predecessor of UMS started in the early 90´s with the development of the TETRA standard and can be seen as one of the founding fathers of the TETRA standard. UMS is still very active on the front of the TETRA technology. UMS is member of the board of the TETRA association, member of the new Law Enforcement Working Party (LEWP) Radiocommunication Expertgroup and is chair of the PSRG (Public Safety Radiocommunication Group). Furthermore UMS is active in the Dimetra User Forum, a platform which represents the European users of Motorola systems.
